The Master Plan for the Kibbutz

The master plan for Nir Oz presents a comprehensive vision for the rehabilitation, renewal, and development of the kibbutz in the coming years. It is founded on the core values of Nir Oz and combines the preservation of the kibbutz’s historic and landscape character with the creation of new spaces that will meet the needs of the renewing community

At the heart of the planning concept lies the “green framework”—the central boulevard and the kibbutz pathways—which will be transformed into an active, accessible, and safe community space, with meeting points, a community forest, and inviting public areas. The center of the kibbutz will serve as the hub of community life, incorporating spaces for culture, education, sports, employment, and agrotech, while also integrating memorial and commemoration sites within the public realm
The plan also includes the development of new housing alongside the preservation and renovation of existing homes, an open and unfenced educational corridor, creative and hospitality spaces, and the integration of employment and agrotech areas within the kibbutz fabric. All of these are designed with a long-term vision: to build a kibbutz that combines remembrance with revival, and a vibrant community space for generations to come

The Halutz Neighborhood

The Halutz Neighborhood is the first new neighborhood to be built in the kibbutz since the October 7th massacre. It is planned to welcome around 30 families—members, residents, and children of the kibbutz returning home—breathing life back into its pathways in the midst of the ongoing process of recovery and rebuilding.
The neighborhood blends old and new: the kibbutz’s Aguda houses—relatively new homes built and inhabited in 2017—are currently undergoing comprehensive renovation, while alongside them, ten new residential units (two houses per lot) will be constructed on five plots. Each home will be 125 square meters in size and will include a secure room (mamad) and a reinforced shelter
The houses were designed by the architectural firm Meislish Kasif and will be built using an industrialized construction method—from production at the Ackerstein factories through to full delivery to the residents
The project is scheduled for completion and occupancy in December 2025. It will mark one of the most significant milestones on the path to bringing Nir Oz back to life, restoring it as a vibrant and remembering kibbutz

Youth Programs

Nir Oz—once a symbol of crisis and destruction—is today becoming a symbol of renewal, courage, and optimism, determined to bring life and color back to its pathways through the integration of new and meaningful youth initiatives.

The Hashomer Hatzair Educators’ Core

Around 50 members of the Hashomer Hatzair graduates movement, aged 25–29 and engaged in education, have relocated together to Nir Oz as part of the Miflasay Nativ program
The program’s goal is to support the rehabilitation of communities in the western Negev and the Galilee, strengthening border settlements through the settlement of young groups dedicated to education and active involvement in community life. The Hashomer Hatzair members will take on a significant and active role in the Halutz Neighborhood

BBaMa’ale HaDerech Pre-Military Academy

The academy, established in Kibbutz Nir Oz by reserve combat soldiers, is designed to develop and empower youth from across Israeli society, with a focus on building resilience, self-efficacy, and a strong connection to the shared Israeli narrative
Its participants will undergo deep experiences that nurture social awareness and leadership tools, while contributing to the community through volunteer work, cultural encounters, and seminars. They will become active partners in the cultural, educational, and communal life of the kibbutz, helping to shape its future
